I think that most of the objections raised by the latter gentlemen to details of the Ordinance are of a character which experience of its working will probably remove.
But Her Majesty's Government have serious doubt as to Clause 7, which admits aliens, with a special reference to Chinese. Considering the character generally imported to the Colony by the class of legal agents of that country, and the kind of influence they are likely to acquire over their ignorant and litigious countrymen in Hong Kong, a measure specially to invite them into the profession in an English Colony is of a questionable character.
